power surges and spikes
Use an Uninterruptable Power Supply (UPS) to protect your pc against power cuts, surges etc. If you cannot afford this, I would at least suggest you use one of the many surge/spike protectors available on the market (although don't go for a poor quality one as this could be a fire hazard). Follow the instructions carefully! Bear in mind that a surge/spike protector will not prevent data damage due to power cuts, only a UPS will do this. Also the cable for the surge protector should not be coiled as this could cause overheating in the case of a surge.
You should also protect your modem as a lightning strike can affect telephone wires, transmitting a powerful enough signal to damage both your modem and your pc! If your surge protector does not have modem protection sockets, then consider unplugging your modem from the telephone socket when not in use.
